When it goes to apartments in Taipei the situation is not tragic but also not a fantastic one. Depends on how convenient we want our place to be, we'll be looking for an apartment in the right price, distance from work/school and size. For us (me and F.) it wasn't very important to have a place close to our work, but the priority was a flat with 3 bedrooms. It made searching so much easier, that after 2 weeks we found a new dwelling with a very nice owner who knows some basic English (and let's be honest it doesn't happen very often). It takes F. around one hour to get to work now but the MRT station is very close and sitting in a cool train is a pure pleasure, especially in the summer.
Personally I would never move to the city center (Taipei City). The apartments are unbelievably expensive and small, there's a lot of old, almost collapsing buildings and something called "nice view" simply doesn't exist. Let's add the noise and we can easily see how life in the heart of the city looks like. I myself don't know any foreigner that would be brave enough to live in the center, most of us move to mentioned Danshui, Xindian (South of Taipei, in the mountains) or Sanxia (West, new district similar to New Danshui).
szkoly Amerykanskiej, Europejskiej (i wielu innych miedzynarodowych szkol) jest prawdopodobnie najwiekszym skupiskiem obcokrajowcow na calym Tajwanie. Minusem sa wysokie ceny mieszkan wlasnie ze wzgledu na swoj prestiz (wszystko przez te szkoly...).
If you wish for something between suburbs and city center, Tianmu might be good for you. Laying near Zhishan MRT, close to Carrefour, SOGO, American and European school (and many other international schools) is probably the biggest aggregation of foreigners on the whole island. A disadvantage might be the fact that apartments there are very expensive due to district's prestige (all thanks to those schools...).

Summarizing - if you want to live nicely and without spending a lot of money it's better to move in the suburbs (New Taipei City). However if you don't mind the noise and high price, or just like the place to be very convenient, Taipei City might be a good choice. Please remember that every district has something different to offer, it's best if you specify our requirements first and basing on them you'll look for a perfect place. Personally I will never leave Danshui!
